The court announces a surprising judgment. A Hindu Brahmin, Vishnu Prasad, has won a case against the Sultan for illegal seizure of land. The court orders compensation and even offers him a government job. When the Sultan appears, he proudly declares that justice in his kingdom is above religion and caste. He presents this case as proof of his fairness.

He then announces a shocking decision—the shifting of the capital from Delhi to Daulatabad. He gives reasons related to security, administration, and Hindu–Muslim unity. However, the crowd is confused and disturbed. Their private talks reveal rumours that the Sultan murdered his father and brother to gain power. The scene ends with a twist when Vishnu Prasad is revealed to be Aziz, a Muslim dhobi in disguise, who cleverly tested the Sultan’s justice system. This scene shows both the idealistic and the deceitful sides of Tughlaq.

Scene 2 shifts to the royal palace. The Sultan is shown playing chess, which symbolically reflects his habit of treating politics like a game. He learns that his friend Ain-ul-Mulk is marching towards Delhi with an army. At the same time, Sheikh Imam-ud-din is spreading rebellion by accusing the Sultan of religious crimes.

Najib and Barani advise the Sultan differently. Najib supports harsh action, while Barani prefers caution. Najib’s remark that the Sultan closely resembles Sheikh Imam-ud-din deeply impresses Tughlaq, hinting at a future plan. The scene reveals the atmosphere of fear, suspicion, and power politics within the palace.

Scene 3 takes place outside the Great Mosque. The Sultan arranges a public meeting where Sheikh Imam-ud-din is supposed to criticise him. Cleverly, the Sultan creates doubt in people’s minds about the Sheikh’s honesty. As a result, the crowd does not appear.

The Sultan then pretends to seek peace and requests the Sheikh to act as his envoy to Ain-ul-Mulk. Though doubtful, the Sheikh agrees after being emotionally persuaded. When both wear similar robes, they look alike, symbolising the Sultan’s dangerous plan. This scene strongly establishes Tughlaq as a master manipulator who uses religion and people for his political goals.
